Spare Tyre Cover tool braket, for wich tool/accessory?

anybody would know wich tool or accessory the braket inside the spare tyre cover would hold originally?

That bracket is for the two part jack handle.

the spare tyre cover wood is in bad shape, so i am makeing a new one, and wanted to know if i had to transfer that braket on the new cover i will be making.
