   I am interested why a project reaching such state is for sale. I would be happy if my car would look like that.

Depends on who is selling it. It may be the garage who is restoring it for themselves and they realise they have spent too much on it, or they need the cash injection. Could be the garage is selling it on behalf of the owner, who has fallen out of love with it, or perhaps run out of money to complete the restoration. Maybe the owner cannot pay for the work done to date and the garage is forced to sell it to offset its costs. Perhaps it is an Executor sale? Lots of different reasons.
